A new type of state benefit will be established — an allowance for the third and each subsequent child. In terms of content, it will be a continuation of the support established by the Government decision of 2021, according to which, at the birth of the third and each subsequent child, the family is provided with 50,000 drams monthly.
According to the head of the department of pensions and other monetary payments of the Ministry of Labor and Social Affairs Anahit Galstyan, after the adoption of the law, the RA legislation will already provide for four types of benefits related to the birth of a child, instead of the previous three. Condition — the parent submitting the application must be a citizen of the Republic of Armenia. “This support worked,
but as a pilot program. It was implemented over four years, starting in 2022. The analysis showed that this measure has a positive effect on the demographic situation. It was decided to change the status of monetary support and make it a permanent state benefit,” said Anahit Galstyan. The next change concerns the lump sum benefit for the birth of a child.
In particular, it is proposed that for children born on September 1, 2026 and later, the size of the one-time benefit should be 500,000 drams, regardless of birth order. That is, according to the current rules: 300,000 drams are provided for the first and second child, 1,000,000 drams for the third and fourth, 1,500,000 drams for the fifth and subsequent children. “According to the new rules, the size of the one-time benefit will be set at 500,000 drams, regardless of the child’s priority.
Comprehensive measures must be taken to encourage overall fertility. That is, the program should be aimed at stimulating the birth of the first and second child,” Galstyan noted. At the same time, Anahit Galstyan emphasized that from January 1, 2026, families will be able to increase the amount of their pension or benefit
up to 20% cashback when using non-cash payments. For example, out of a 50,000 dram allowance for the third and each subsequent child, a family will be able to receive up to 20% refund with non-cash payments, increasing the amount to 60,000 drams.
